The Town describes Sullivan’s Island as a low-lying barrier island vulnerable to heavy rain and storm surge and says the entire island lies within a Special Flood Hazard Area. The current Flood Insurance Rate Map became effective January 29, 2021.

Historic properties

Sullivan’s Island has locally designated historic properties and districts. The Town says any change to a designated historic property requires a Certificate of Appropriateness, and a Building Permit is also required for applicable construction work.

Do not rely only on a listing description or visible age of the house. The Town specifically asks buyers to verify historic status with Planning and Building before purchasing or beginning work.

Taxes + ownership

Primary residence and second-home tax treatment are not the same.

South Carolina applies a 4% assessment ratio to qualifying owner-occupied legal residences. Other real estate, including commercial and rental real estate, is generally assessed at 6%. The legal-residence rate is not automatic—you apply through the county assessor.

Your actual tax bill depends on assessed value, applicable millage and exemptions. Before closing, have Charleston County or your tax professional model the expected treatment for your intended use.

Household garbage is collected Tuesdays, with an additional Friday pickup from Memorial Day to Labor Day. Charleston County recycling is every other Wednesday.

Sullivan’s Island Elementary School is physically located on the island and is part of Charleston County School District. Verify current attendance assignments directly with CCSD.

If you plan to renovate or rent

Make the use plan part of the property search.

Building and development work can require Town permits even when the project seems minor. The Town’s permit guidance includes repairs, remodeling, concrete, excavation, filling, clearing and fences—not only new construction.

Rental activity is regulated too. The Town’s current business-license information requires a business license, rental agreement and copy of the lease for long-term rentals, while vacation rentals are subject to separate zoning and licensing rules.
